So here's the decoded version of that paper. I'm not completely clear on its origins, so if someone else could add that that would be good. But the dragons seemed to be interested in it and the events surrounding its retrieval, thus the name. Format is the original, so be aware that some words are split onto two different lines.

The code starts on the top left of the first image, goes down the page to the bottom, continues on the right side of the first image but upside down, goes all the way down that side (if you flip the image upside down), then continues to the top left of the second image and follows the same pattern.
